Further research into the 40mm British Ordnance Quick-firing 2lbr has indicated that the 11 AP To-Kill# may be off by a bit - probably flawed by inclusion of the late-war 'Littlejohn' adapter Armor Piercing Composite Non-Rigid (APCNR) and the ABCBC ammo.
What I am dicovering, is that the adapter was not always used with the APCNR ammo resulting in an improved pen (but not to the numbers that using the adapter produced).
As well, looking at the numbers and penatration of 40mm rounds produced, in 1943:
65% standard AP shot (50mm 0% @ 500m) 15% APCBC (only marginally better at (55mm 0% @ 500m) 5% APCNR (88mm 0% @ 500m) 15% HE(!)
1944 increases the number of APCNR and HE rounds produced compared to AP/APCBC dramatically.
So we can safely assume that most late 43+ weapons would have a mix of these ammo types. Looking at numbers like this...
