When infantry are in a building and I am firing high explosive at them surely I should get a size modifier tro the to hit number or should it be auto hit there seems to be no reference in the rules to this?

So just to make sure I understand the question -
Ordnance firing at Infantry Target in Village/city terrain. The To-Hit number is dependant on range but in all cases, the modifier for the Infantry's terrain is added to the To-Kill number as opposed to a vehicle target where the terrain is added to the To-Hit number.
So for example a Panzer IVJ 75mm firing HE at an infantry team in village @ 4+ inch range would need a 9 on 2D6 To-Hit and if the hit is secured, then the terrain modifier of +3 would be added to the To-Kill of 9.
Astute players will soon realize that the larger caliber guns (150mm+) will only need to hit the target as their To-Kill numbers are so high that village terrain is insignificant.
The reason the Terrain is added to the To-Kill is that if the terrain was added to the To-Hit vs Infantry, it would be very hard to hit Infantry targets is good terrain. In the real world, it isnt the terrain that prevents been hit, rather the terrain protects infantry from the effects (To-Kill).
